Togliatti is very much a planned and quite well laid out city and may be unique in that in many ways it is three separate cities in one:
• Avtozavodsky , also called Novy Gorod (lit. New City) is the most modern; it was designed to host the workers of the city's AvtoVAZ factory, home of the Lada car;
• Tsentralny , also called Stary Gorod (lit. Old City), home of the city government and industrial center;
• Komsomolsky , the oldest district, built to house Hydroelectrical Plant builders. Komsomolsky City District has two urban-type settlements in its administrative jurisdiction—Fyodorovka and Povolzhsky.
The three districts are separated and surrounded by forest and farmland, which can be called the lungs of the big industrial city.
To the south of the city flows the Volga. Togliatti is situated on the left bank of the famous Kuybyshev Reservoir informally called Kuybyshev Sea. The Kuybyshev Reservoir has a surface area of 6,450 km² and a volume of 58 billion cubic meters, It is the largest reservoir in Europe and the third in the world by surface area.
